PROBLEM TO BE SOLVED: To reduce transmission interval jitters of a time synchronization packet in a GMC (grandmaster clock device) without the need to use different IP addresses for transmission of time synchronization packets and transmission of packets other than the time synchronization packets.SOLUTION: A synchronous message transmission device for transmitting synchronous messages containing time information comprises: a transmitting unit which transmits the synchronous messages and general messages other than the synchronous messages; and a scheduler unit which determines whether a synchronous message transmission timing has arrived. When the scheduler unit determines that the synchronous message transmission timing has arrived, the transmitting unit suppresses transmission of new general messages and transmits the synchronous messages.SELECTED DRAWING: Figure 19
