PROBLEM TO BE SOLVED: To prevent the lowering of an expansion ratio in a high expansion foam extinguishing system and its foaming method for use in pits of fuel tanks, culverts of petroleum industrial complexes, or cabins, holds and the like. SOLUTION: The high expansion foam extinguishing system is provided with a foaming part 3 having a foaming net 7 and a radiation nozzle 9, and an air suction part 5 for supplying indoor air to the foaming part 3; and the air suction part 5, in its inside, has an atomizing nozzle 10 for clarification spraying misty droplet for adsorbing smoke H.
