PROBLEM TO BE SOLVED: To provide a charging device which can prevent defective charging from being caused when residual toner adheres to a rotary charging brush for charging a surface of a photoreceptor before formation of an electrostatic latent image and when the rotary charging brush has a kinky hair. SOLUTION: The charging device is provided with the rotary charging brush which causes charging on the surface of the photoreceptor before formation of the electrostatic latent image while rotating around a self-shaft while abutting the surface of the photoreceptor where the electrostatic latent image is formed and a flicker member which has blades extended in a radial form from the self-shaft located in parallel to a shaft of the rotary charging brush and which rotates around the self-shaft while abutting the rotary charging brush.
