PROBLEM TO BE SOLVED: To provide a transparent conductive film having a transparent conductive thin film capable of achieving reduction in crystallization time.

SOLUTION: The transparent conductive film has a transparent conductive thin film laminate comprising at least two layers of transparent conductive thin films on at least one surface of a transparent film base material. Each of the transparent conductive thin films is a crystalline film comprising an indium oxide or an indium-based complex oxide including a tetravalent metal element oxide. Of the transparent conductive thin films, a first transparent conductive thin film (21) is provided on a surface side of the transparent conductive thin film laminate and a second transparent conductive thin film (22) is provided next to the first transparent conductive thin film from the surface side of the transparent conductive thin film laminate. In the first transparent conductive thin film, a ratio of the indium oxide or the tetravalent metal element oxide is more than 0 wt.% and 6 wt.% or less. In the second transparent conductive thin film, a ratio of the tetravalent metal element oxide is higher than that of the tetravalent metal element oxide in the first transparent conductive thin film (21).
