PROBLEM TO BE SOLVED: To improve non-uniformity of loss of a port in an 8-branch optical waveguide system. SOLUTION: On a silicon substrate 103, the optical waveguide system has a core pattern 101, a clad band 150 along the core pattern 101, a high refractive index region 160 occupying a region of the outside of the clad band 150, and a leakage blocking band 170 for optical propagation prevention. The clad band 150 has an X1 side clad band part 151X1 and an X2 side clad part 151X2 of core parts 111-148. Widths of the clad band parts 151X1 and 151X2 are 2-30μm. When the light meanders, energy of a near foot part of a meandered side is absorbed to a high refractive index region part, and the center of the intensity of the light comes closer to the center side of the core pattern 101 to correct meandering. The band 170 for leakage optical propagation prevention restricts light leaked from a branch point from reaching a core part, and leaked light is prevented from coupling with light propagating in a branch side core part.
