<P>PROBLEM TO BE SOLVED: To provide a positioning start control method, and so on capable of reducing power consumption of a battery by reducing the number of times of starting a positioning part as much as possible even in various moving states. <P>SOLUTION: After setting a flag to a "start state", moving state estimation processing for estimating whether a moving state is any of "stop", "getting on an electric vehicle" or "others" is executed based on acceleration data on an acceleration sensor, a positioning part is started to position a present position, and when the moving state is "stop" or "getting on an electric vehicle", the flag is set to an "idle state". When the flag is set to the "idle state", and the previous moving state is "stop" and a base station identifier is changed by a wide band communication interface part, the flag is set to the "start state", or when the previous moving state is "getting on an electric vehicle" and the base station identifier is not changed by the wide band communication interface part, the flag is set to the "start state".
