A tape cutter is provided that the tape being lost is prevented in advance. A tape cutter comprises a cutter main body(11) having a pair of tape guide, a tape paper tube(12) protruded from one side of the cutter main body, a rotary drum(13) which is installed having the tape paper tube and the regular interval, a cutter installed at cutter main body front end, a tape holder(14) in which one end is pivotally installed at the cutter main body, a ratchet(20) having a holding protrusion, a rotating member(31).
