PROBLEM TO BE SOLVED: To inhibit flicker detection accuracy from being deteriorated.SOLUTION: Flicker components are extracted from an image frame, and, secondly, from the latest flicker components, interpolation components are generated, each of which is a flicker component to be interpolated between a subject frame from which the flicker components are extracted and the flicker component to be extracted. In generation of the interpolation components, the minimum number of samples of the interpolation component is generated which maintains a phase of the flicker components extracted from the frame.
