The present invention relates to a system and a method for issuing an identification card by attaching a photo through a smartphone, to receive a photo photographed by a smartphone through short-range communication and attach the photo to the identification card without directly submitting photo paper in the course of an identification card issuing work, comprising: a manager terminal which performs an identification card issuing work by a manager; a plurality of smartphones which are carried by identification card applicants, take a photo, and transmit the photo to the manger terminal; a photo data reception unit which is connected to the manager terminal, which receives the photo data from the smart phones. The smartphone further includes a photo background color change unit which changes a background color of the photo taken by a photographing unit to a color of an identification card photo standard. The smartphone displays a photo balancing screen on a smartphone display unit to balance a photo at the time of taking a photo through the photographing unit, and the manager terminal includes a mode selection unit which selects one of a first mode of receiving photo data through a photo scanner and a second mode of receiving photo data through the smartphone, thereby providing convenience and economical effect to identification card applicants.
