sending, from the eNB, a first message to establish a connection to a first node; receiving by the eNB from the first node, a second message including parameters associated with a second node; establishing, by the eNB, a connection with the second node using the parameters included in the second message; receiving, by the eNB, one or more operating parameters associated with one or more neighboring cells via the connection with the second node. |
