PROBLEM TO BE SOLVED: To provide an aqueous epoxy resin coating forming a coating with strong adhesion and high strength; and to provide a foaming agent type flame retardant composition for indoor and outdoor use with excellent water resistance. SOLUTION: A two-pack aqueous epoxy resin coating, as a priming coating, comprises a base resin (A) containing an aqueous epoxy resin and a curing agent (B) containing a polyamine, wherein the polyamine is 25-45 pts.wt based on 100 pts.wt of the aqueous epoxy resin. A foaming agent type flame retardant coating composition for indoor and outdoor use, as a fire retardant top coating, contains (C) aqueous self-crosslinking resin, (D) a phosphorus type flame retardant, (E) a foaming agent, and (F) polysaccharides and/or polyols as main ingredients, wherein the mass ratio of the ingredients is (C):(D):(E):(F)=100:(70-400):(20-160):(20-160):(80-200).
