PURPOSE: A reservation managing system for applying a phased discount rate based on reservation and a use history and a method thereof are provided to apply a variable discount rate according to each requirement from reservation time to service use completing time, thereby providing various discount services. CONSTITUTION: A discount policy registering unit(310) registers discount information including discount policies related to reservation time and use scale. A reservation information registering unit(320) registers reservation information which a user reserves. When use information which the user uses a product is received from a seller payment terminal, a service providing unit(330) provides calculation information to the seller payment terminal.
