<P>PROBLEM TO BE SOLVED: To start an engine of a vehicle by only a simple operation. <P>SOLUTION: For example, an ECU transmits "a request" for certifying a portable electronic key 11 in the form of LF (Step S2), when determining that a shift position moves to another position from "P" (YES in Step S1). The ECU outputs an engine start permitting signal (Step S4), when receiving UHF as "an answer" (YES in Step S3). Accordingly, engine start processing is finished, and the engine of the vehicle is started by receiving output of the engine start permitting signal.
