PROBLEM TO BE SOLVED: To quickly perform the work of removing a belt and the work of stretching the belt by using independent mechanisms in adjusting the tension of the belt and in removing the belt, so that even if the belt is temporarily removed, adjustment of the belt tension will not be canceled. SOLUTION: This mechanism employs a belt-and-pulley power transmission method in which four pulleys and one endless belt are utilized. The first pulley 12 is secured to, one end of a lower blade shaft 4 and the second pulley 13 is secured to one end of an upper blade shaft 3. The two other pulleys, as a first auxiliary pulley 14 and a second auxiliary pulley 15, are freely rotationally held respectively against a first intermediate shaft 17 vertically slidably supported on a bracket 11 and a second intermediate shaft 18. Movement of the first intermediate shaft 17 is effected by means of an adjusting screw 19 to adjust the tension of the belt 16 and movement of the second intermediate shaft 18 is effected by means of a cam 20 to perform the work of attaching or removing the belt 16. Rotation of the cam 20 can be locked in a predetermined rotating position on the tensioned side of the belt 16.
