PROBLEM TO BE SOLVED: To obtain water from a water source by a small water amount even in the case of low pressure water discharge or water discharge stop. SOLUTION: A mediating tool 8 is the one for mediating between a sucking tube 1 for sucking water from the water source and a strainer 9 to be fitted at the side of its water entrance and constituted so as to resist a stream in a discharge direction from the tube 1 without resisting a sucking direction stream to the tube 1. The tool 8 is provided with a flow passage 23 for permitting water to flow, a check valve 22 which is arranged inside the passage 23 to permit the flow in the sucking direction and to stop the flow in the discharge direction and holes 36 by which a space formed at the side of the tube 1 from the valve 22 communicates with it external space when the valve 22 stops the discharge direction flow.
