A manual steering wheel controller is provided to attach a manual tilting structure including a return spring, a rotary bracket, a stopper and a slider to a steering wheel to allow a person who is corpulent or tall to easily get in a car. A manual steering wheel controller(10) includes a rotary bracket(30), a rotary stopper(40), a fixed bracket(50), a fixed stopper(60), a first operating lever(70), and a second operating lever(80). The rotary bracket includes a protrusion(34) and a return spring. The rotary stopper includes a combining protrusion engaged with the protrusion of the rotary bracket and a slider. The fixed bracket has a protrusion. The fixed stopper has a combining protrusion engaged with the protrusion of the fixed bracket and a slider. The first operating lever is connected to the slider of the rotary stopper and controls the rotary stopper. The second operating lever is connected to the slider of the fixed stopper and controls the fixed stopper.
