Disclosed are an apparatus and a method for mediating a product transaction on basis of a lottery of purchasers. The present invention, in a service supporting a person-to-person product transaction, selects and recommends, to a seller, a purchaser for a corresponding product on the basis of past purchase history, such as the authenticated number of times the purchaser has made product purchases, when a plurality of purchasers exist for a particular product, uploaded by the seller, being sold, and thus the present invention can support allowing the seller to select a purchaser having a high probability of leaving an authenticated purchase of a product being sold on a product transaction website.
