<P>PROBLEM TO BE SOLVED: To provide a light source device capable of securing high safety by preventing leak of light of high energy density in case of damage of its package, to provide an illuminating device using the light source device, to provide a monitoring device, and to provide an image display device. <P>SOLUTION: The light source device is provided with a semiconductor element 11 as a light source part irradiating light, a first structure 19 and a second structure 21 as packages housing at least the light source part, and a package wiring part 25 fitted to the second structure 21 formed so as to make up a pattern.
