The present invention relates to a method and an apparatus for dynamically controlling a secondary cell (SCell) in a mobile communication system, capable of supporting carrier aggregation (CA). According to one embodiment of the present invention, provided are a method of setting an SCell of a base station in the mobile communication system, which includes the steps of: identifying a CA operation mode; determining an amount of traffic for a terminal; determining the setting of the SCell for the terminal, based on the CA operation mode and the amount of the traffic for the terminal; and transmitting a message of requesting the SCell setting to the terminal, based on the determination, and a base station of operating the method. In addition, provided are the terminal making a communication with the base station and the method of setting the SCell for the terminal.
