Paper strip cutter with loop buffer and oscillation damper

The strip (108) is advanced by a feeder (102) to a cutter (104) via a delay device (106) ensuring the correct position for cutting. The delay device is preceded by a buffer (120) where a loop is accumulated during the delay. The paper is lifted uniformly by air from nozzles (126a,126b) in the floor (122) towards upper entry and exit guides (124a,124b). A cover (124c) over the guides encloses an air space in which oscillations of the strip in the course of loop formation at high speeds (e.g. above 80 cm/s) are effectively damped. This enables the precision of cutting to be maintained within the prescribed tolerances.
