PROBLEM TO BE SOLVED: To form a deep reinforcing layer to a woody fiberboard up to the inside thereof without bringing about the increase in cost or the environmental problem caused by the use of a solvent. SOLUTION: Polyoxyalkylene glycol and then an isocyanate compound are respectively applied to and penetrated at least in the surface of a base material 1 comprising the woody fiberboard to be reacted with each other to be cured in the base material 1.
