PROBLEM TO BE SOLVED: To calculate accurate similarity. SOLUTION: A similarity computing part 32 obtains a characteristic amount distance representing a difference in characteristic amount between a predetermined block of a first image and a block of a second image corresponding to the predetermined block based on a characteristic amount extracted from a predetermined block in a designated layer of the first image and a characteristic amount extracted from a block corresponding to a predetermined block of a layer corresponding to the predetermined layer. The similarity computing part 32 calculates the similarity between the first image and the second image based on the characteristic amount distance between a plurality of blocks obtained by an inter-block characteristic distance computing means.
