<p><P>PROBLEM TO BE SOLVED: To realize a stream multiplex transmitter that prevents the occurrence of a burst output. <P>SOLUTION: An input stream packet is temporarily stored in channel buffers (5a to 5n) provided in input lines (2a to 2n), and a packet of a selected channel is transferred to a packet multiplexing part (4). A multiplexing control part (6) for performing multiplexing control has information about the transmission rate of each channel and packet length, selects a channel on the basis of the information and defines a time interval for channel selection. The time interval for channel selection is defined as a value obtained by dividing the packet length of the selected channel by a multiplexed transmission rate. If no information about the channel transmission rate and the packet length is obtained, an input transmission rate estimating part (20) for estimating an input transmission rate and packet length from input stream information can be used.
