An embedded antenna and a terminal including the same are provided to increase a bandwidth of a frequency by using a multi-layered structure of a carrier and dielectrics of different dielectric constant, and to downsize the antenna by shortening a height of the antenna. An embedded antenna includes a ground surface(35) formed on a printed circuit board(36), a short-circuit pin(34) for short-circuiting dielectrics(31-1,31-2) from the ground surface, and a signal pin(33) for transmitting a signal from the printed circuit board. The dielectrics have a multiple structure having different dielectric constant. The dielectrics are short-circuited from the ground surface by the short-circuit pin. A radiator is formed on the dielectrics to radiate the signal transmitted from the signal pin. The dielectric consists of an upper layer portion and a lower layer portion, in which the upper layer portion is made of Teflon and the lower portion is made of alumina.
