PROBLEM TO BE SOLVED: To provide a method for utilizing return water which efficiently removes manganese in the return water at a water purification plant and also corresponds to an increase in the pH of raw water. SOLUTION: The whole or a part of drainage produced in a water purification process such as a recovery liquid from a flocculated and settled substance in the water purification process or purified water in a filtration tank in the water purification process is electrolyzed by providing an anode 27 with an electrode formed of granular activated carbon and a cathode 25 with an electrode formed of an electrically inactive electric conductor; or after a photocatalytic electrode is irradiated with ultraviolet light utilizing the photocatalytic electrode (negative electrode 45) electrically conducted through an electric load 47 and an electrode (positive electrode 43) including the electrically inactive electric conductor, the whole of the treated water, or preferably treated water on an anode side reduced in pH or treated water on a cathode side is reutilized as the raw water or intermediate treated water.
