PROBLEM TO BE SOLVED: To provide a manufacturer decision program and a manufacturer decision device for specifying the manufacturer of a vehicle in an image based on image data photographed by a camera with low resolution. SOLUTION: The manufacturer decision device 100 is provided with: an emblem recognition part 111 for recognizing the emblem section of a vehicle in image data; an emblem shape extraction part 112 for extracting the outline shape of the emblem section recognized by the emblem recognition part 111; a shape characteristic evaluation part 113 for evaluating whether or not the outline shape extracted by the emblem shape extraction part 112 has predetermined characteristics; and a manufacturer decision part 114 for deciding the manufacturer having the emblem whose outline shape is the most similar based on the evaluation result of the shape characteristic evaluation part 113.
