PROBLEM TO BE SOLVED: To provide an on-vehicle device with which avoidance of judgement is very difficult. SOLUTION: The on-vehicle device equipped with an operator judging system for judging the operator of the device mounted on a vehicle such as a navigation system, is composed of an image pickup device 200 to photograph the image around the vehicle device and output the result as image data, an image analyzing means (CPU 110 etc.) to analyze the direction in which the operator's arm extends on the basis of the image data obtained by the image pickup device 200, and an operator judging means (CPU 110 etc.) to make judgement of operator according to the direction in which the operator's arm extends analyzed by the image analyzing means (CPU 110 etc.).
