The present invention enables the simple implementation of a mechanism for recovering appropriate decoded video when encoding information, which is for decoding the video, is lost or absent. The present invention provides an encoding device having: a setting unit which divides each image included in a video to be encoded into a plurality of tiles, and sets, in the image, a partial region including one or more of the plurality of tiles; an encoding unit which encodes, by tile, each image to generate an encoded stream; and a transmission control unit which controls the transmission of the encoded stream to a decoding device which decodes the video. The setting unit sets a reference to tiles other than those for motion compensation to be banned with respect to the tiles included in the partial region, and the transmission control unit restricts the transmission such that only the encoded streams corresponding to the tiles included in the partial region are transmitted after loss or absence of encoding information is detected in the decoding device. |
