PROBLEM TO BE SOLVED: To require no special space and to purify the polluted air without spoiling the appearance. SOLUTION: The whole surface area of a roadway 14 of an elevated road 12 is covered with a titanium dioxide layer 20. Water feed pipes 32 are extendedly installed inside a median 16 in its both sides, a lot of sprinkler nozzles 34 are attached in the longitudinal direction of the water feed pipes 32 at some intervals, and water is periodically sprayed from the sprinkler nozzles 34 in the both sides of the median 16 toward the roadway 14. The titanium dioxide layer 20 is formed by thinly spraying mixture formed by mixing the titanium dioxide, cement, filler, and water on the whole surface of the surface layer 26.
