PROBLEM TO BE SOLVED: To provide a manufacturing device for a thick-walled bent pipe which has a simple structure, which is manufactured at a low cost, which is durable and with which a base stock for elbows for piping having high dimensional accuracy is manufactured by using a thick-walled pipe material and a manufacturing method of the thick-walled bent pipe using the same manufacturing device. SOLUTION: In the manufacturing device for thick-walled bent pipe which is provided with a pressing die 12 and lower die 20, this manufacturing device for thick-walled bent pipes is provided with the lower die 20 provided with a pair of lower dies 21, 22 having an engaging means 30 and a pair of lower dies 21, 22 are made turnable, opposite to each other with the engaging means 30 interlocking with the lowering of a pressing die 12.
