PROBLEM TO BE SOLVED: To improve the efficiency of a whole power generation plant when feeding steam to a steam consuming installation. SOLUTION: A turbine efficiency calculation part 32 calculates the efficiency of steam turbines 15, 16 located at the rear stages of a plurality of power generation units 11 where steam is taken out to the steam consuming installation. A determination part 33 compares the efficiency of the steam turbine of each power generation unit 11 calculated by the turbine efficiency calculation part 32 and determines the power generation unit of which the steam turbine has the worst efficiency. An output part 34 informs the power generation unit of which the steam turbine has the worst efficiency, determined by the determination part 33, to be output as the steam feeding power generation unit. Thus, the steam is fed from the power generation unit of which the steam turbine has the worst efficiency to the steam consuming installation. COPYRIGHT: (C)2007,JPO&INPIT
