PROBLEM TO BE SOLVED: To provide the dispersion type surface treatment construction method capable of strongly and stably bonding the aggregate onto the road surface in the normal temperature condition without using an excessive quantity of the binding agent, to provide a pavement to be constructed by this treatment construction method and having excellent durability and stability, and to provide a working vehicle to be used for this treatment construction method. SOLUTION: A dispersion type surface treatment construction method includes a process for simultaneously dispersing the biding agent made of the anion group or nonionic group asphalt emulsion having a specified characteristic and the decomposition auxiliary substance for accelerating decomposition and a process for dispersing the aggregate. A pavement is provided by this dispersion type surface treatment construction method. A working vehicle provided with a binder dispersing device having a spray nozzle 8 and a decomposition auxiliary substance dispersing device having a spray nozzle 11 so that the decomposition auxiliary substance injected from the spray nozzle 11 collides with the binding agent injected from the spray nozzle 8 in the air is provided.
