PROBLEM TO BE SOLVED: To provide a paper feeding device and an image forming device making a descending speed of a placement base variable without applying burden to the device. SOLUTION: The paper feeding device and the image forming device are provided with: a placement base for placing a sheet member becoming an object to be transferred; a lifting drive motor for lifting the placement base; a passing detection switch for detecting that the placement base is passed in a descending direction at an upper part than the lowermost position, i.e., the lowest position of the placement base; and a speed control means for reducing a descending speed based on the detection by the passing detection switch.
