PROBLEM TO BE SOLVED: To provide an electrifying roller capable of uniformizing surface staining of the electrifying roller caused by adhesion of toner or the like from an image carrier to the surface of the electrifying roller all over the surface of the electrifying roller, its easy manufacturing method and an image forming apparatus capable of forming an excellent image all the more by adopting the electrifying roller. SOLUTION: Provided are: the electrifying roller 12 whose rotary shaft 121 is supported at both ends of the electrifying roller by bearing parts B, and which comes into contact with the surface of the image carrier 11 by pressing the bearing parts B toward the image carrier 11 by force of springs SP, and whose surface roughness is larger and larger from a center part toward both ends of the electrifying roller; the image forming apparatus equipped with the electrifying roller 12; and the easy manufacturing method for the electrifying roller 12 by using a grindstone or a grinding blade.
