PROBLEM TO BE SOLVED: To provide a voice input/output device and speech apparatus for providing a comfortable speech environment with less effect of surrounding noise, impulse noise, echo, howling and the like. SOLUTION: The voice input/output device 3010 includes a voice input unit 3030 and a voice output unit 3040. The voice input unit 3030 includes a case with an internal space, a partition member at least partially constituted of a vibrating diaphragm for dividing the internal space into a first space and a second space and an electric signal output circuit which outputs an electric signal that is a first audio signal based on vibration of the vibrating diaphragm. In the case, a microphone unit is mounted having a first through-hole connecting the first space and an external space of the case and a second through-hole connecting the second space and the external space of the case. The voice output unit 3040 includes a surrounding noise detecting section 3042 for detecting the surrounding noise during a speech based on the first audio signal and a volume control section 3044 for controlling the volume of a speaker 3046 based on the level of the detected surrounding noise.
