<p><P>PROBLEM TO BE SOLVED: To promote the use of biomass energy. <P>SOLUTION: A user obtains a carbon dioxide exhaust right, which allows the exhaust of carbon dioxide, by buying from a retailer a vegetable fuel with the exhaust right. When the user, for example, an individual customer, wants to sell the exhaust right obtained by buying the fuel, the exhaust right is stored in association with the user's name in a selling-desired exhaust right storage part 48 of the data storage part 46 of a seller server 12 arranged in a seller of the vegetable fuel with the exhaust right.
