PROBLEM TO BE SOLVED: To provide a method, device and program capable of measuring the hardness penetration in a workpiece peripheral surface by hardness penetration nondestructive measurement technology with ultrasonic wave. SOLUTION: An ultrasonic probe 11 receives the reflected wave of the ultrasonic wave transmitted by the ultrasonic probe 11 perpendicularly faced to a rolling surface 2c of the axial rotating outer ring 2. An ultrasonic wave measuring means 12 detects the peak signal of the scattered wave every predetermined sampling rotation angle in the received reflected wave. A peak position where this peak signal appears is calculated and measured based on the propagation time from transmission to reception of the detected peak signal. Histogram of scattering probability distribution of the ultrasonic wave is determined, and an ultrasonic depth position is determined in a predetermined reference. A plurality of predetermined references for determining the ultrasonic depth based on the scattering probability distribution are prepared, and one is selected. An effective hardened-layer depth as the hardness penetration from the workpiece surface determined by the hardness of the hardened-layer is determined by a predetermined assumed processing from the determined ultrasonic depth position.
