PROBLEM TO BE SOLVED: To constantly utilize a communication path equally by respective terminal devices. SOLUTION: The communication terminal device 100 includes a transmission control part 115 for controlling transmission of data, and a timer 135 for measuring an elapse time. The communication terminal device is provided with a transmittable amount monitoring part 140 for restricting the transmission of the data by the transmission control part depending on a transmittable amount of the data. The transmittable amount monitoring part reduces the transmittable amount of the data depending on a transmission amount of the transmitted data when the data is transmitted to other terminal devices, and restores the transmittable amount of the data depending on a non-transmission time when the non-transmission time of the data longer than a certain time is generated.
