The purpose of the present invention is to suppress the generation of noise or the like as a circulation device working sound. A fuel cell system is provided with: a fuel cell; an anode gas supply flow path supplying an anode gas to the fuel cell; an anode gas discharge flow path discharging an anode off gas from the fuel cell; an anode gas circulation flow path for connection between the anode gas supply flow path and the anode gas discharge flow path; a circulation device disposed on the anode gas circulation flow path and supplying the anode off gas to the anode gas supply flow path; and a control unit discharging liquid water by controlling a circulation flow rate of the circulation device in a case where the liquid water remains in the circulation device. The control unit puts a limit on a rate of increase in the circulation flow rate of the circulation device in a case where it is determined that the amount of the liquid water remaining in the circulation device is equal to or greater than a predetermined value.
