PROBLEM TO BE SOLVED: To provide an aqueous mat coating composition using a synthetic resin emulsion excellent in weather resistance as a binding material. SOLUTION: The aqueous mat coating composition comprises 1-5 mass% light stabilizer composed of a hindered amine-based compound represented by general formula (wherein two or three substituent groups among R<SP>1</SP>to R<SP>4</SP>are each a group formed by reaction of 1,2,2,6,6-pentamethylpiperidine and/or 2,2,6,6-tetramethylpiperidine and residual one or two substituent groups among R<SP>1</SP>to R<SP>4</SP>are each a 10-15C alkyl group).
