PROBLEM TO BE SOLVED: To provide an optical modulator with which quick modulation exceeding several Gbps is feasible. SOLUTION: An optical waveguide core 102 is constructed by laminating: a p-type semiconductor layer 121; an n-type semiconductor layer 122; an insulating layer 123; a modulation layer 124 composed of a p-type semiconductor; an insulating layer 125; a p-type semiconductor layer 126; and an n-type semiconductor layer 127. When an electric field is vertically applied to a junction interface between the modulation layer 124 composed of the p-type semiconductor and the insulating layer 125, distortion due to the electric field is generated on the band of the modulation layer 124 in the vicinity of the interface. When the electric field is applied in a direction of incidence from the insulating layer 125 to the modulation layer 124, the band of the modulation layer 124 is distorted in a negative direction in the vicinity of the interface, and when the bottom of the conduction band in the vicinity of the interface of the modulation layer 124 gets lower than the Fermi-level of the modulation layer 124, an inversion layer is formed in the vicinity of the interface, and electrons as minority carriers are accumulated therein.
