PROBLEM TO BE SOLVED: To provide a base isolating device more simply constructed than conventional one for easy installation and maintenance and reliable and sufficient base isolation of a structure while holding resisting force on axial force given by torsional moment and overturning moment specific to the tower structure in earthquake, and to provide a base isolated structure equipped therewith. SOLUTION: A link construction includes a stereoscopic parallel link mechanism for bearing torsional moment and overturning moment with the axial force of a link while permitting relative displacement between an upper cradle to be fastened to the base of the base isolated structure and a lower cradle to be fastened to the earth side in a horizontal two-dimensional direction. The upper cradle and the lower cradle are connected to each other via a restoring force mechanism part and a damping mechanism part so that the restoring force of the restoring force mechanism part operates in linkage with the relative displacement in the horizontal two-dimensional direction, thereby suitably giving longer cycles to the base isolated structure while supporting the dead weight of the structure.
