<P>PROBLEM TO BE SOLVED: To provide a moving image encoding apparatus and method for reducing a processing amount while suppressing the degradation in an encoding performance by changing an SAD object pixel start point so as to exclude pixels spatially close to adjacent pixels to be used for prediction from the pixels of an SAD calculation object as processing loads increase without using the SAD of all the pixels inside a 4×4 block which is an encoding object for encoding cost calculation. <P>SOLUTION: The moving image encoding apparatus comprises: a processing load detection part 1 for detecting the load and outputting load information; and a video encoder 2 for judging a load level on the basis of the load information, determining the start point of object pixels for calculating the SAD from the pixels inside the block according to the load level, calculating the SAD on the basis of the start point, calculating an encoding cost on the basis of the SAD, and selecting the mode of the minimum encoding cost. <P>COPYRIGHT: (C)2008,JPO&INPIT |
