An intermediate pressure passage connecting a plurality of first release valves, second release valves and solenoid switch valves of a main element is straight-line shaped, and an intermediate pressure passage of the main element and an auxiliary element is straight-line shaped. Therefore, the number of bends or intersections in the passage is reduced, and the energy recovery efficiency is improved. When the torque of the power generator cannot be adjusted, the solenoid switch valve is closed, and the oil supply for a hydraulic motor is stopped, such that the oil is discharged to an oil tank through the second release valve, and the hydraulic motor is stopped.
