PROBLEM TO BE SOLVED: To provide an image encoding/decoding device using adaptive bit depth.SOLUTION: The image encoding/decoding device includes an image encoding section. The image encoding section includes: a first writing section that writes a first parameter representing a first bit depth which is a bit depth of a reconstructing sample in a sequence parameter set; and a second writing section that writes a second parameter representing a second bit depth which is a bit depth of an IPCM sample in the sequence parameter set. The image encoding/decoding device further includes an image decoding section. The image decoding section includes: a first obtaining section that obtains a first parameter representing a first bit depth which is a bit depth of a reconstructing sample from the sequence parameter set; and a second obtaining section that obtains a second parameter representing a second bit depth which is a bit depth of the IPCM sample from the sequence parameter set.
