PROBLEM TO BE SOLVED: To provide an image forming apparatus and an image forming method for forming images onto various objects. SOLUTION: The image forming apparatus has an image forming means 1, with which a developer image formed based on image data from an upper device is transferred onto a sheet-like recording medium, and the transferred image is fixed. The image forming apparatus includes an intermediate transfer sheet detecting means 401 for detecting that a sheet-like recording medium supplied to the image forming means is an intermediate transfer sheet; a deciding means 402 for judging based on detection information from the intermediate transfer sheet detecting means whether to perform a fixing operation by the image forming means 402; and an indirect transfer means 28 for transferring a developer image on the intermediate transfer sheet onto the surface of an object, upon the receipt of the intermediate transfer sheet with an unfixed developer image thereon from the image forming means, and for fixing the transferred image to the surface of the object.
