A device and a method for fixing image are provided to maintain a fixing temperature of a nip uniformly as well as shortening an initial warm-up time. A fixing roller(120) is rotated on a pressing member. A heater(140) heats the surface of the fixing roller. A belt type film(130) forms a nip by passing through between the pressing member and the fixing roller, and is heated by the heater. The heater is positioned to be adjacent to the surface of the fixing roller. The heater directly heats the surface of the fixing roller through conduction or radiation. The film passes through while being in contact with an outer surface of the heater. A relative slip is generated between the film and the outer surface of the heater. The heater is in a stopped state. The heater is not a heating roller.
