PROBLEM TO BE SOLVED: To solve such problems that the interior of a fluorescent substance crystal does not contribute to emission and is useless as a result of nonarrival of ultraviolet rays which are excitation sources. SOLUTION: This fluorescent substance 11 is obtained by forming the central part of the fluorescent substance 11 as a core 11B composed of a nonfluorescent material and forming a layer 11A of a fluorescent substance powder 11a on the surface 11S of the core 11B. Thereby, efficient emission relatively to the mass of a part contributing to the emission in the fluorescent substance 11 can be realized. Furthermore, a reflecting material for visible radiations is applied to the surface of the core body 11b to form the core 11B or the core body 11b may be formed of the reflecting material for the visible radiations. The fluorescent substance 11 may be obtained by applying a layer of an overcoating made of a material degrading due to the same cause as that of the same powder and resulting in destruction, composing strata and further attaching a layer of a fine fluorescent substance powder to the surface thereof.
