PROBLEM TO BE SOLVED: To appropriately select base stations which can execute radio communication with a user device.SOLUTION: A radio communication system CS comprises a user device UE, base stations NB (eNB, TP), and a communication control device PhNB. The communication control device PhNB generates selection information SI to be used by the user device UE for selecting base stations NB with which the user device UE maintains synchronization states, and notifies the user device UE of the selection information SI. The user device UE selects a plurality of base stations NB with which the user device UE maintains the synchronization states, on the basis of the selection information SI. The user device UE notifies the communication control device PhNB of identifiers TPI of the plurality of selected base stations NB and reception levels Lv of radio waves transmitted from the base stations NB corresponding to the respective identifiers TPI. The user device UE maintains synchronization states with the respective selected base stations NB. |
