PROBLEM TO BE SOLVED: To smoothly change a measuring means according to fluctuation in the flow velocity and flow rate of fluid, and to improve the flow measuring accuracy of the fluid. SOLUTION: This flow measuring device comprises a power saving measuring means 12 where the measuring time of a fluid detecting means 8 is set small, a high accuracy measuring means 11 where the measuring time is set large, a fluctuation determining means 9 for moving to the high accuracy measuring means 11 when the measurement value by the power saving measuring means 12 fluctuates by a predetermined value or more, a stability determining means 10 moving to the power saving measuring means 9 when the measurement value by the high accuracy measuring means 11 is stable within the predetermined value, and a variable measuring means 13 measuring by changing the measuring time at the high accuracy measuring means 11 at least two kinds. Hunting is not caused between two measuring means of the power saving measuring means 12 and the high accuracy measuring means 11, the flow can be accurately measured even when the pulsation period fluctuates.
